Do magazine subscriptions arrive at the beginning or end of their indicated month?

When you subscribe to a magazine, does the issue marked February, for example, arrive at the beginning or the end of February?
Many arrive a couple of months early. I doubt that any arrive normally at the end of the month with which they are dated. I think one girl bought a March issue of "Muscle & Fitness" in December or January.

Ordinarily it should be the beginning of the month. If you get it at the end of the month, it’s already old news. Sometimes you may even get it before the issue month. For example, if it’s a February issue, you could get it as early as the 3rd week of January.
